Reform Update: Analysis finds disparities in success of states' exchange signups

Significant disparities are developing in states' success at signing up individuals for coverage through the state and federal exchanges, according to a new analysis, and the gaps don't consistently reflect which states have embraced or opposed the Patient Protection and Affordable Care Act.
During the initial 15 weeks of the open-enrollment period, just 3% of those eligible to purchase coverage in Mississippi signed up for a plan. By contrast, 54% of those eligible to buy private coverage in Vermont purchased insurance, according to a new analysis of enrollments by the McKinsey Center for U.S. Health System Reform.

Survey: Doctors prefer tablets for journal articles, smartphones for most other tasks

When it comes to reading articles in medical journals, 28 percent of physicians use tablets and 21 percent use smartphones according to a recently published study by ad agency WPP’s Kantar Media. That’s still much lower than the 74 percent that use a desktop or laptop computer or the 55 percent still reading paper journals.

The Small Business Health Options Program is still very much a work in progress – or widely expected disappointment, depending on who is commenting. Such is the case even on a state level where operations enjoy a competitive leg up on the federally facilitated model.
Several state-run exchanges have faced their own share of travails, with The New York Times recently citing trouble in California, Idaho, Maryland, Mississippi, Oregon and Washington State. Moreover, paltry enrollment numbers have been reported among small businesses since Jan. 1 in New Mexico (44), Colorado (101), Kentucky (14) and Connecticut (106).

Illinois seeks waiver to use Medicaid funding on housing services for some enrollees

Illinois plans to ask the CMS for permission to spend $60 million in Medicaid funding to help vulnerable enrollees find and maintain stable housing.
With the waiver, Illinois would join New York and counties in Minnesota and California in recent efforts to add housing to the list of healthcare services offered to chronically ill Medicaid patients.

New path to Medicare cost control

Move over accountable care. A new contender for controlling Medicare costs has entered the arena. The Better Care, Lower Cost Act of 2014, introduced this month by Democratic and Republican sponsors in the House and Senate, offers an innovative path for the future of Medicare.
Under the bill, Medicare would cap payments for the sickest beneficiaries who enter the program, but set the cap high enough to fund teams that can focus on strategies that reduce hospital admissions and keep overall costs under the cap. It is, in essence, a shared-savings program—even though that term does not appear in the bill.
