Mobile will take a greater percentage of total ecommerce retail sales Mobile shopping—particularly on tablet devices—is having an outsize impact on the ecommerce world, contributing to an increasing share of US retail ecommerce sales and exerting more influence on overall retail sales, according to new estimates from eMarketer.
This year, 15% of online retail sales will take place via mobile devices, according to eMarketer, up from 11% in 2012. By 2017, the percentage will rise to 25%.

In the absence of a Yelp or Tripadvisor kind of go-to site for ratings and reviews, the healthcare industry admittedly hasn’t seen the same kind of adoption of online consumer feedback. But the theory goes that as healthcare consumers are presented with more choices through insurance exchanges, and as care providers see patient satisfaction tethered to Medicare payments, that kind of consumer feedback is going to become more frequent and important.
In “Scoring healthcare: Navigating customer experience ratings,” PwC’s Health Research Institute surveyed 1,000 people online and interviewed 25 health industry leaders to determine how the industry could make the most existing consumer feedback.

Dual-eligible dilemma States test managed care, but critics question if approach is cost-effective

Policymakers are hoping moving Medicare- and Medicaid-eligible seniors and the disabled into managed-care plans will save taxpayers a lot of money through better coordination of care. But as a few state demonstration programs get off the ground, critics are beginning to question just how cost-effective the strategy will be.
“I think they will struggle in the beginning, (but) they will definitely save money, but not the giant projections” some are making, said Charlene Frizzera, a senior adviser with consultancy Leavitt Partners and a former acting administrator for the CMS.

HHS seeks to amend HIPAA to strengthen background checks

Though a Senate bill to expand background checks on firearms sales was defeated last week, the U.S. Department of Health & Human Services is examining how HIPAA regulations may keep states from reporting dangerous mental patients to a database used in background checks.
The HHS Office for Civil Rights has issued an advanced notice of proposed rulemaking that seeks public input on how the privacy regulations prevent reporting to the National Instant Criminal Background System (NICS). OCR is looking to address these barriers without discouraging mental health patients from seeking treatment, reports HealthcareInfoSecurity.com.

A new report from advocacy group Families USA shows that almost 26 million people will be eligible for tax credits, which will help offset the cost of premiums and enable more consumers to buy health insurance through the new online marketplaces, The Hill's Healthwatch reported. That means more business for insurers when the health insurance exchanges go live later this year. "The tax credit subsidies are a game changer," Families USA Executive Director Ron Pollack said during a conference call with reporters. Fallout for states rejecting Medicaid expansion

Rejecting the Medicaid expansion in the federal health care law could have unexpected consequences for states where Republican lawmakers remain steadfastly opposed to what they scorn as "Obamacare."
It could mean exposing businesses to Internal Revenue Service penalties and leaving low-income citizens unable to afford coverage even as legal immigrants get financial aid for their premiums. For the poorest people, it could virtually guarantee that they will remain uninsured and dependent on the emergency room at local hospitals that already face federal cutbacks.

So many apps, so little adoption: Docs say most patients who track data do it the old-fashioned way

The good news for mobile health app developers is that physicians seem to be open to the idea of reviewing data that patients have tracked themselves. The bad news is that 30 percent of doctors say they don’t have patients who track, and those that do say most patients do it the old-fashioned way.
Manhattan Research’s annual Taking the Pulse survey, conducted online with nearly 3,000 physicians in the first quarter of the year, delivered some interesting insights. First, 70 percent of surveyed physicians said they had at least one patient sharing health measurement data with them.

Advocates fear long delay for rule on home-care worker pay

Those awaiting the Obama administration's decision on whether to guarantee home-care workers at least the federal minimum wage and overtime pay could be in for a long summer.
The Office of Management and Budget's 90-day window to review a final rule on the matter passed without action on April 15. It has been more than a year since President Barack Obama announced he would work toward ensuring workers in the $84 billion-a-year home-care business would receive minimum wage and overtime protections.
